Roof Repair & Leak Repair: what to know in California

Most residential roof leaks in Southern California come from a small number of repeatable places: plumbing vent boots whose rubber collar has cracked in the UV, chimney and skylight flashing where the mastic has dried and pulled away, valley metal that has been dammed with debris, wall-to-roof transitions where the counterflashing was never let into the stucco properly, and swamp cooler or HVAC curbs. The shingle or tile field itself is usually fine.

That is the single most useful thing to know before you take a quote, because the diagnosis determines the price bracket. A vent boot is a small job. A full tear-off is not. A roofer who arrives during a storm and immediately proposes replacement, with a contract to sign that evening, has skipped the part where they find the leak.

How a proper leak diagnosis works

Water travels. It runs along the underside of the sheathing, follows a rafter, and drops where the framing lets it — often several feet from where it entered. So the sequence is: inspect the attic for the wet path and follow it upslope, inspect the roof surface for the entry point, and where the source is genuinely ambiguous, run a controlled water test starting low on the slope and working up. Expect the roofer to get into your attic. If nobody looks inside, the diagnosis is a guess.

Repair or replace?

Repair is the right answer when the roof covering has meaningful life left and the failure is localised. Replacement becomes the honest recommendation when the underlayment has failed across a slope, when the deck is soft, when there are already two layers up (California does not allow a third), or when the repairs are becoming annual. On tile roofs there is a middle option that many homeowners are never offered: a lift-and-relay, where sound tile is removed and stacked, the underlayment and battens are replaced, and the original tile goes back down. Ask for it explicitly.

Before you sign

Verify the C-39 licence at cslb.ca.gov, confirm the licence name matches the contract name, and remember California caps the down payment on a home improvement contract at $1,000 or 10% of the price, whichever is less. Get the workmanship warranty in writing with a stated number of years, and make sure the contract says who is pulling the permit.
