• Title 24 applies to your reroof. California's energy code sets minimum solar reflectance and thermal emittance, cool-roof requirements, for most residential reroofs. A compliant product is not optional, and in a hot climate zone it is also the cheapest attic-temperature reduction you will ever buy.
• Two layers is the limit. The California Residential Code does not allow a new roof covering to be installed over two or more existing layers, and does not allow a recover over a deteriorated or water-soaked deck. If a bid proposes an overlay, ask how many layers are already up there.
• Permits are normal. Reroofing in Pacific Grove requires a permit from the local building department in almost every case. A contractor who suggests skipping it is transferring risk to you.

Fire rating still matters
